The top cake seems just like a lot of baking and left over cake. More than likely you would just have to cut the middle of the blue layer out and in lay the red and white layers in the center for that layer.
Yeah, it does seem like a lot of left over cake. I guess you could make some mini cakes with the any scraps. It looks time consuming, but worth it for the result!
